August 2021On May 7, North Dakota Gov. Doug Burgum (R) signed Senate Bill 2030, legislation that includes language prohibiting colleges and universities from providing challenge grant funding to entities that provide abortions.

However, Burgum vetoed a section of the bill that would have penalized institutions for violating the provisions in the law.

Burgum defended his actions, explaining the penalty was, among other issues, “void of due process” and “egregious in its amount.”

The governor maintained his administration supports “strong pro-life public policies,” and stressed his belief that “taxpayer funding should not go toward funding abortions.”

Burgum emphasized that sections of the bill left intact clarify that higher education institutions are ineligible to receive challenge grant funding from the state unless grant dollars would not support abortion organizations.
