December 2019 – A U.S. Department of Health and Human Services (HHS) administrative rule established in May 2018 was implemented this year in late August after surviving a federal court challenge.
The rule requires any group receiving Title X taxpayer funds for family planning initiatives to be financially separated and physically detached from any space where abortions are performed.
Planned Parenthood withdrew from the Title X grant program, unwilling to meet the requirements.
Subsequently, on September 30, HHS announced $33.6 million in grants would be redistributed to 50 legitimate health care organizations. In its first fiscal year under the new rule, HHS indicated it expects the Title X funds to serve more clients than ever before.
