November 2015 – Since Lyndon B. Johnson launched the War on Poverty five decades ago, considerable demographic shifts have changed the face of America’s poor. Heavily populated urban areas are seeing an increased percentage of poor residents, while the numbers are falling among southern states. (See chart above.) In addition, fewer of the nation’s poor are elderly, and more are within their prime working years – with disproportionately high representation among children.
